I would do a gamifying HR block by collaborating with Monopoly. Release a special edition where there's a tax version. Every round you have to pay taxes.
But just like the IRS, you don't know how much you're supposed to pay. There's a fine from the bank if you didn't pay the correct amount. Then they will have a special HR Block card they can use to be informed how much they actually have to pay.
